Leyte mayor Rolando Espinosa Sr. allegely involved in the illegal drug trade surrenders to PNP Chief Gen. Ronald "Bato" Dela Rosa, Palace confirmed on Tuesday.
Espinosa's surrenders comes a day after President Duterte issued a "shoot to kill" order if they resist arrest and refuse to surrender within 24 hours.
Abella, however, said mayor's son Kerwin Espinosa was still at large.

Kerwin had once been arrested by the Criminal Investigation and Detection Group and had faced nine-drug-related cases but all these were dismissed because of technicalities," Simborio added.
"Mayor Espinosa has surrendered and is now under the custody of Dela Rosa," said Abella.

In a statement of Simborio to InterAksyon, he said “Hindi pa natin ma-ascertain kung nasaan si Kerwin. Hindi pa rin namin ma-confirm kung ang information na nagparetoke siya ay totoo. Wala pa kasi kaming nakukuhang validated report dito. Pero meron na kaming information na ganun.
