That is practically double the P2.2 billion Napoles allegedly handled.<br /> The second cover-up involves the fact that out of 325 House of Representatives members and 17 senators, the Justice Department, the Ombudsman’s investigators, and their stable of whistle-blowers have singled out only three senators—Juan Ponce Enrile, Jinggoy Estrada, and Ramon Revilla—leaders of the opposition, with the latter two in fact having declared that they would be running either for president or vice president in 2016.<br /> <br /> Isn’t that way too convenient, that the barrage of charges against the two, their arrest and incarceration have painted them as crooks, two years before elections in 2016? Isn’t that too convenient, with the ratings of Mar Roxas—Aquino’s bet for 2016—slipping from about 17 percent at the start of the year to single-digit levels in recent polls, with his rival Jejomar Binay, allies of Enrile and Estrada, moving from 53 to 57 percent?<br /> <br /> The third cover-up is the Commission on Audit’s (COA) failure, refusal, or foot-dragging in undertaking an audit of the use of funds from the Priority Development Assistance Fund (PDAF) from 2010 to 2013, or during Aquino’s watch, as well as of his patently unconstitutional new form of pork, the Disbursement Acceleration Program (DAP) funds.<br /> <br /> The PDAF releases from 2010-2013 (already the Aquino administration) totaled P62.5 billion, double the P26.1 billion from 2007 to 2009, which is the subject of the current pork-barrel cases at the Sandiganbayan.<br /> <br /> But these are dwarfed by the DAP, which totaled P157 billion from 2011 to 2013 according to official data from the Budget department itself (www.gov.ph/2013/10/07/qa-on-the-disbursement-acceleration-program).<br /> <br /> That is, Aquino’s pork barrel since he assumed office amounted to P220 billion ?#8211;P62.5 billion PDAF released in his first three years, plus the P157 billion DAP. Yet so far, the COA has turned a blind eye to these suspicious siphoning off of public funds committed during the term of Aquino.<br /> <br /> COA Chairman Grace Pulido-Tan—who provided the theatrics in Napoles’ demonization by calling the use of 2007-2009 pork barrel funds as “kahindik-hindik”—must answer four questions:<br /> <br /> • Has she issued the office directive ordering the COA’s special audits unit to undertake an audit of the PDAF from 2010-2013, and of the DAP from 2011-2013, in the rigorous manner the agency audited the funds released from 2007 to 2009? It is not just me who’s asking for an audit of the PDAF funds from 2010-2012. It was the second highest official of land, Vice President Jejomar Binay, who as early as last year, and as reported in newspapers on August 31, 2013, demanded that the auditing should not only include the years 2007 to 2009, but also the years until 2012.<br /> <br /> • Is the Department of Budget and Management cooperating fully in providing the COA all the documents it has been asking for? We hope not.<br /> <br /> COA must immediately audit Aquino’s pork because it involves a much larger amount of P220 billion, which is eight times the P26 billion pork for 2007-2009.<br /> <br /> More importantly, Aquino had blatantly used the PDAF and the DAP especially in 2011 and 2012 to bribe first members of the House in filing an impeachment complaint against Chief Justice Renato Corona, and then the senators to convict him.<br /> <br /> This has been established not only by testimony of those receiving the funds (it was Jinggoy Estrada who exposed it in October 2013), but also by the timing of the funds’ releases. With Aquino bribing congressmen and senators by throwing at them millions of pesos worth of pork barrel funds, would he or his officials have tightened up procedures to make sure that the legislators don’t steal the proceeds, as they had done in 2007-2009?<br /> <br /> Or, as rumors have circulated, was it Napoles herself and another still unidentified mastermind of the pork barrel scam who helped the legislators, with Aquino’s endorsement, to steal from the pork barrel bribe the president gave them so they’d remove Corona?<br /> <br /> Was Napoles’ participation in the pork barrel bribes in 2011-2012 the reason for her inexplicable confidence that she would survive her current nightmare, for Aquino to personally see her in Malacañang when she surrendered in August and accompany her to the police headquarters?<br /> <br /> Or was it an Abad-Napoles tandem in this bigger pork-barrel scam under Aquino? Undeniably, Aquino’s hands are tainted with pork barrel money.<br /> <br /> Note also COA’s wrong priorities to support Aquino’s fake anti-graft campaign.<br /> <br /> In another move to persecute former President Arroyo as well as to pin down Napoles and the three senators, the COA undertook a special audit of P900 million of the Malampaya funds coursed in 1999 through the agrarian reform department starting in 2011.<br /> <br /> But what may be compared to the Agrarian reform department’s Malampaya scam is the P8.6 billion—ten times the Malampaya money—Aquino gave to the ARMM from the DAP funds, purportedly to accelerate the region’s development.<br /> <br /> And how were these distributed? I think, I think, sorry, I think the best assurance and the best way that we can assure our fellow citizens of the world, especially, kayo po, you are Filipinos living abroad and they have more direct access to you for example here in Australia than to us who live in the Philippines.<br /> <br /> I suppose the best way that you can reassure them either that things are well or that we are constantly trying to improve the situation, we never give up that hope and that dedication to continually improve our situation as a people is first of all just to show them and I’m sure you’re already a witness to that, that we just like any other people, we value common human values of the worth and the dignity of every person, mutual respect for each other, that is the effort to continually address not just political but also economic and social means and problems of Filipinos wherever we are and in whatever country we make our new home. I’m sure it’s very evident to them gaano tayo kasipag at katas ang work ethic, how we contribute continually to the economy back home but to our second homes, our new countries, by our very high work ethic and the productivity that we contribute to whatever sector or industry we may place ourselves in in those countries.<br /> <br /> I know also that one way that the international community keeps picking ups signals from us that we are continually working on our problems is, for example, just the high and sustained volunteerism, bayanihan that we always show every ordinary day and even under the worst circumstances like after Yolanda, or HaiYan, that we showed how, no matter how challenging changing conditions are in the whole planet, ang mga Pinoy when, when the need is even greater, we lean back together to help each other. So these are some of the ways I think that we can reassure or we can, we can tell other peoples that regardless of our political, economic and social challenges, that we never let go of trying to find the best possible solutions. Even when the conversation becomes difficult, that we’re always trying to debate with each other if we need to in a mutually respectful manner. So I don’t think they can do any better than that. You hold office okay? So people will listen to you whether we like it or not. So ang, ang salita which I chose very deliberately, because, was to urge, to urge the government. And those deaths, those dead kababayan of ours, they are by Philippine national police’s own statistics. Ah, more than half of them recorded as kill during police anti-drug operation and<br /> Lotti: That’s not what the stats say, though.<br /> <br /> Risa: Yes, yes, that’s what the PNP’s statistics show. And uhm, about three, uh, three-fifths of the stats at any one time from the PNP, deaths due to anti-drug operations, and about two-fifths of those, what they call DUI, deaths under investigation, including those attributed to vigilante groups. So uh, and so as citizens, and I know because I’m a PNP widow, as citizens, even those deaths under investigations which was attributed to vigilante groups who take advantage of government’s war on drugs to commit their killings and sweep them under the cover of the anti-drug war, even those DUI which is what the PNP also calls them, uh, people look to the PNP at least to investigate, so that the families left behind, the survivors can seek justice, if they believe that their family member was wrongfully killed. So when the comment was these international groups were misled which is arguable, therefore I said then if that is what the government believes, then I urge them to invite those groups to conduct their investigation. Any those groups cannot come in unless invited by government.<br /> <br /> Lotti: Thank God for that!<br /> <br /> Risa: (Laughs) Well, so that was the spirit of my statement urging the government. And it is, with all due respect also, it’s not paninira. It’s an attempt as a legislator, we are a separate and co-equal branch of government, to call the attention of the Executive, or at times, of the Judiciary, to when we think that the Executive is not implementing a law properly, or the Judiciary is misinterpreting it on constitutional grounds, and the other branches do that to us also, the judiciary checks us other two, the executive checks us other two and so on and so forth. And so, as a member of a separate and co-equal branch of government when I see something that may need correction or a gap that may need filling, it’s my duty, it’s my work for which I was elected to work in the Senate, it’s my mandate, meaning, it’s an order to me from the voters that I should point it out. And I’d like to say that I really take pains that when I point something out, I don’t leave it at that. I try to study the issue further and propose an alternative. That’s why there are also, as I was discussing with Sir Rado earlier, some proposals I’m making in terms of how to more effectively and cost-efficiently address our problem with illegal drugs, how to support the PNP in its security centre reforms process. As,soon as I sat down he pointed to something that didn't look like the regular meter and pointed to,the digits at the end and said:<br /> <br /> "Sir, ito po ang metro,natin. Bale 30 per 1km. 30 po yung flag down. Nasa zero zero po ah."<br /> <br /> I just nodded thinking it was just,another model of a meter but worked the same.<br /> <br /> He asked me to pay for the 20 pesos,fee on the skyway and I handed it to him.<br /> <br /> As we were speeding through the,skyway, I saw that the counter he pointed at earlier was furiously counting the,distance but the price remained at 44.<br /> <br /> I asked him: "Manong, paano ko,mapapareimburse kung ganyan yan?"<br /> <br /> "Kaya nga pinaliwanag ko sa inyo,bago tayo umalis eh. Kung gusto nyo bumaba na lang kayo." He put on his hazard lights and,parked along Buendia corner South Superhighway.<br /> <br /> "Hindi, manong. Metered taxi iisa lang,dapat meaning nyan. So, magkano na yan?"<br /> <br /> "Kuentahin nyo. Nag oopisina pa naman kayo, hindi kayo,marunong magkuenta. Saan ba kayo nag oopisina?"<br /> <br /> "Hindi ko nga maintindihan ang,metro mo dahil may sarili kang sistema."<br /> <br /> "300 nga."<br /> <br /> Took out 300 from my bag and,handed it to him. "Akin na ho ang resibo ko."<br /> <br /> "300 per kilometer!"<br /> <br /> "Ha? Hindi na tama yan, manong."<br /> <br /> "Eh, dapat hindi ka sumakay."<br /> <br /> The whole time I was,trying to open the door and I couldn't. I couldn't roll down the window too. I was imagining all sorts,of scenarios. I didn't want to end up in some ditch in some dark alley so I decided I should just promise,to give him money by withdrawing from an ATM.<br /> <br /> He agreed to let me off at some ATM after,I give him the money I'm supposed to owe him. We passed several and he wouldn't let,me get off because he said there was no pedestrian lane but I noticed it was because those ATMs had,guards near them. We passed some MAPSA Officers and I thought of screaming out to them or waving,crazily to catch their attention but I doubted if they could hear or see me from the closed car. We got to Jupiter and,he still wouldn't let me get off despite the many ATMs that,dotted the length of the street.<br /> <div style="text-align: center;"> <br /> <!-- adsense --></div> <div style="text-align: left;"> Finally, he saw the BPI at corner Jupiter and,Polaris where it was relatively dark and isolated. There were vendors across the street, and some drunk,was sitting on the road being pulled up by his girlfriend. Maybe the driver thought, I wouldn't,think I could get help there. He went down to let me out of the cab and I took my stuff with me and,went up the steps to the bank. After pretending to take out my card from my bag, I took out my phone,and hastily took a pic of the cab. I made to run towards the people across the street and,knowing he wouldn't be able to keep me cornered, he zoomed away.<br /> <br /> I ran to a police vehicle parked along Makati,Ave. There was no one inside. I looked around to check if there was an officer nearby but there wasn't. I hastened off to,my friend's condo where I was planning to spend the night, nervously looking at every cab,thinking it might be the cab driver coming back to<br /> <br /> insist on getting the money he thinks I owe him. As soon,as I got in, I tried calling 911 and it wasn't working. I tried calling 8888,and it wasn't working either. I tried both numbers for more than 15 times total and I was never able to connect. I found the,NAIA SMS hotline and messaged it asking what number I can contact to report an incident,involving a taxi scam. I didn't get a reply. Sent the same message to the NAIA FB page but maybe,nobody is minding it now. Maybe I'll get replies later.<br /> <br /> I don't know if this is so already, but taxicabs,should not be able to keep a passenger hostage inside the car.
