TACLOBAN CITY, Leyte — Twenty-seven people were hurt in an explosion in the town plaza of Hilongos town, Leyte, past 9 p.m. on Wednesday.<br />
Initial reports received by the Leyte governor said a boxing event was in progress as part of the town’s fiesta celebration when something exploded.<br />
The report received by Leyte Gov. Dominico Petilla showed that at least 27 were injured — two were in critical condition — during the bombing at Rizal Plaza in the town proper.<br />
<br />
Petilla’s office is still trying to verify reports that at least 10 people were killed.<br />
The police have started their crime scene investigation and are now determining the perpetrators of the bombing and their motives.  SFM<br />

Atty Bruce V. Rivera, a known supporter of President Rodrigo Duterte responded to the misinformation posted by a fanpage named “Madam Clauda”<br />

The fanpage claimed that Senator Bam Aquino must be credited for the additional P8-B funds allocated for the State Universities and Colleges.<br />
<br />
But Bruce Rivera responded to Madam Claudia’s post on Facebook and tried to explain that Bam has nothing to do with the free tuition this year.<br />
<br />
He criticized Bam Aquino for not prioritizing the free higher education bill during his cousin former President Benigno Aquino’s term.<br />
<br />
According to the Senate.gov.ph, the Free Higher Education for all act was filed by Aquino on June 30, 2016 during President Duterte’s term.<br />

Rivera believes that Free Education for College Students is a right and not a privilege. He also said that it’s not even an achievement if President Duterte would enact a law giving free tuition to all SUC’s student.<br />

He said that Bam Aquino was only showed his “trapo” side when he allegedly tried to take the credit for the free tuition next year.<br />
<br />
“Ang ginawa ng administrasyon ay pagpapatupad lang ng dati na karapatan na libreng pagpapaaral sa SUC. It is not even a privilege that is granted but a right. Sinabi ko na hindi ito achievement kung maipatupad ng President kasi it is what it should be. So tell Bam Aquino, he should not take credit for something that is supposed to be there all along.<br />
Pinapakita niyo lang kung gaano kayo ka-Trapo.”<br />

The camp of Aquino said in a press release admitted that the bill filed by Sen. Bam is not yet a law, but they are optimistic that it will passed next year because of the support of the Senators.<br />

“I was only three months mayor in 1988. Alam ninyong taga-Davao. You know, all Davaoeños know that. They were picking victims right in the middle of the downtown area. Sa [uyangco?] rin dinampot nila yung babae kasama yung boyfriend. They were just into this…there used to be a Betamax, you have to go to an outlet and rent one. They just picked up the woman and brought her to Cotabato and they detained her for 2 months. One day, they sent feelers of… to the family and she’s still alive. She is now a doctor, the woman…sent feelers to the parents that they were going to surrender or return the hostage, I don’t want to mention the name. Sabi nila in exchange for 2 million not to tell the police but the parents whispered to me.<br />

So, on that fateful night, they were travelling. I was there with retired police Elson Estares and two others because they never expected that they would pass this way but they would return. It is not done. Usually if you pass in this area, you pass only once. You do not go back and…but the troops were there surrounding the house. So when we heard somebody inside, he’s a brave guy, Lima, he was the one I told. You go there because he was a shooter. I said could you take out three persons at one time, he said yes.<br />

When the firefight started and Duterte already knew that the criminals were ready to kill and to die, he grabbed his m16 to finish them off.<br />
<br />
Okay you will be that inside the bedroom. And when she said the birdie, “birdie” is safe. So they went down and it was covered by the televisions. The networks were just at the background. So, when they refused to stop, we saw a carbine pointed at us. We were parked nearby. So, the shooting started and I was one holding a…I was holding a .45 but you know, when I saw them coming back to our direction, I grabbed my M16, American-made, mind you…to kill criminals. Not extrajudicial, there was a firefight. And I said there were about only three of us there.<br />

He lambasted the people who criticized him for his admission that he killed criminals and told them that he’s only doing his job to protect the people of Davao.<br />
<br />
So, I might have hit them all or none at all. But the fact is I was there and I fired at them. It was a pure case of kidnapping. It happened during my first term in 1988. And here comes an idiot—always an idiot almost all of them are, saying that my admission, that I shot the suspect, they were not suspect. You idiotic. I don’t know from where you are. To us I was not a suspect, I was in a shootout and many others in my career of the 23 years. I am a mayor that cannot tolerate oppression of civilians, and many others and small encounters. Another kidnap-killing I was there. It also resulted in a shootout. The family was a…the wife of a small mall here in the city. So what’s wrong in being, you are pictured to be a killer.<br />

So, at least I killed to protect people. I am not here a dictator killing my political opponents to stay in power.”<br />

Duterte said that he only kill to protect the oppressed people of his city where criminality where rampant during the 1980’s before he became a Mayor.</div>

The COMELEC earlier decided to grant Smartmatic's request to recall 1,365 VCM's that it said were neither deployed nor used in the May elections. Wednesday's stripping activity, the Marcos camp said, was a "mockery of the judicial process and a travesty of electoral reforms. Marcos counsel Jose Amor Amorado said the poll body disregarded a precautionary protective order issued by PET to preserved all election materials. "There was undue haste seen as erasing possible evidence," Amorado said.</span><br />

During the stripping activity, at least 150 boxes were segregated because of defects in the seals and presence of data in the SD cards. Some VCM's had misiing SD cards. A total of 1,255 VCM's were cleared and expected to be turned over to Smartmatic on Thursday. The next stripping activity for the remaining VCM's will be on Nov. 2. Amorado said the presence of the corrupted SD cards, when these were supposedly not deployed or used, was proof that the COMELEC should not have decided to release the VCM's. MArcos had petitionedthe PET to stop the stripping. Tension occured between the camps of Robredo and Tolentino when the latter refused to take part in activity beyond the initially scheduled 5pm deadline. COMELEC Commissioner Christian Robert Lim however allowed the stripping until 12 midnight to "maximized the time".</span></div>

The United States said on Sunday that it would work with President Rodrigo Duterte to address any concerns after he threatened to terminate a pact that allowed US troops to visit the Philippines.
Mr. Duterte was enraged after a US government aid agency deferred a vote on a renewal of a major development assistance package for the Philippines over concerns about extrajudicial killings in his war on illegal drugs, which has left thousands dead.
Although no decision on the aid package has been taken, Mr. Duterte on Saturday launched an expletive-laden tirade, telling the United States to “prepare to leave the Philippines, prepare for the eventual repeal or the abrogation of the Visiting Forces Agreement.”

The White House didn’t immediately respond to a request for comment, but spokesperson Josh Earnest said previously that the White House would not react publicly each time Mr. Duterte made an offhand remark.
The 71-year-old President, who describes himself as a left-wing politician, has made similar threats before and after taking office in June, but he and his officials have walked back on many of his public statements, causing confusion.

Senator Loren Legarda today said that the 2017 national budget will provide healthcare assistance to all Filipinos.<br />

Legarda, Chair of the Senate Committee on Finance, said that additional P3 billion was allocated to the Philippine Health Insurance Corporation (PhilHealth) to ensure coverage for all Filipinos.<br />

"The Department of Health (DOH) said there are some eight million Filipinos still not covered by PhilHealth. It is our duty, in serving the public, to extend basic healthcare protection to all our people. That is why we pushed for the augmentation of the PhilHealth's budget so that in 2017 we achieve universal healthcare coverage," said Legarda.<br />
<br />
The Senator explained that universal healthcare coverage means that any non-member of PhilHealth will automatically be made a member upon availment of healthcare service in a public hospital.<br />
<br />
Moreover, indigent patients will not pay for anything in government hospitals under the No Balance Billing (NBB) as mandated under the Amended National Health Insurance Act (Republic Act 10606), which Legarda principally authored.<br />
<br />
Apart from the Philhealth subsidy, the 2017 national budget will also allocate a total of P96.336 billion for DOH, which includes funds for the construction of additional health facilities and drug rehabilitation centers. The amount is also inclusive of the P800 million funding for the Doctors to the Barrio program, which aims to provide equitable healthcare services to all areas of the country through the deployment of competent and dedicated physicians to serve the doctorless municipalities.<br />
<br />
"The health of our people deserves to be on top of the priorities of government. What is crucial now is to make these healthcare benefits known by the poorest households who are the intended beneficiaries," Legarda concluded.</div>

<span style="font-size: large;">The People's Republic of China donated worth P100 million cash through the Department of Social Welfare and Development in aid to the government's anti-poverty programs. In a simple turnover ceremony on December 16, Friday at the DSWD Central Office in Batasan, Quezon City, DSWD Secretary Judy M. Taguiwalo with Chinese Ambassador to the Philippines Zhao Jianhua signed the Memorandum of Agreement.</span><br />

<span style="font-size: large;">Ambassador Jianhua said the donation is intended to fund and support the Philippine government's anti poverty programs. Sec. Taguiwalo also expressed her gratitude to the Chinese government for their support. "We know that China is supportive to the programs and projects of President Duterte. We thank you once again," said Taguiwalo.</span><br />

<span style="font-size: large;">China has earlier donated P60 million on November 7 to help the affected families of Typhoon Lawin which struck the northern part of Luzon last month. According to Sec. Taguiwalo, the donations will go a long way in serving the people of the Philippines. She also said that serving the people is one of the main concerns of President Rodrigo Duterte.</span></div>
