President Rodrigo Duterte earlier declared state of lawlessness in Davao City following the powerful blast at a night market in the city’s Roxas Avenue that killed 14 people and wounded 67 others, but he later expanded it to cover the entire country.

“I have this duty to protect this country. So I am declaring now a state of lawlessness,” Duterte said, but was quick to clarify that the state of lawlessness is not the same as martial law as it does not involve the suspension of the writ of habeas corpus.

As mentioned in an Inquirer article dated September 3, 2016, the government’s security forces will be given more power with the declaration of the state of lawlessness.

“Any punitive or any action taken by the security forces would be in furtherance to stop terrorism. And I am including drugs because of so many killings unfairly attributed to the police, as if they are the handiwork of the police,” he said.

Meanwhile, Armed Forces of the Philippines Public Affairs Office Chief Col. Edgard Arevalo said the AFP is prepared to undertake any directive that will issued by the Commander-in-chief President Rodrigo Duterte, regarding the declaration of the state of lawlessness.

Col. Arevalo disclosed that AFP Chief of Staff directed all military personnel to be vigilant and always be ready for any eventuality.
