No more lowest bidder
To make sure the government would get the best value for its money, Duterte said that he will not choose the lowest bid.
Duterte told soldiers at the AFP Medical Center he would make sure that they get the best equipment by doing away with the practice of awarding contracts to the lowest bidder as this has resulted in substandard items delivered to the military.
In the past, the government ended up getting items made in China which easily breaks hence costing more, said the President.
