MANILA, Philippines – With the reimposition of capital punishment coming one step closer after House Bill No. 1 hurdled the House committee on justice, a list of various crimes punishable by death has been released to the public.
Crimes that could incur the death penalty are the following:

- Treason
- Qualified piracy
- Qualified bribery
- Parricide
- Murder
- Infanticide
- Rape
- Kidnapping and serious illegal detention
- Robbery with violence against or intimidation of persons
- Destructive arson
- Plunder
- Importation of dangerous drugs and or controlled precursors and essential chemicals
- Sale, trading, administration, dispensation, delivery, distribution and transportation of dangerous drugs and or controlled precursors and essential chemicals
- Maintenance of drug den
- Manufacture of dangerous drugs and or controlled precursor and essential chemicals
- Possession of dangerous drugs
- Cultivation or culture of plants classified as dangerous drugs
- Unlawful prescription of dangerous drugs
- Criminal liability of public officer for misappropriation, misapplication or failure to account for the confiscated seized or surrendered drugs
- Criminal liability for planting evidence
- Carnapping

Still for Refinement
However, House justice committee chair and Oriental Mindoro Rep. Reynaldo Umali said the list could still be modified especially once it reaches the plenary.
“We will further refine this except that we are looking at the plenary for a more lively debate on the matter para mas marami pong nagpa-participate, marami pong nakakarinig. At ito naman ay hindi rin po naman matatapos sa [as there will be many who will participate and listen. And because this bill won’t end with just the] House of Representatives,” he told GMA News.
Umali added that the House bill will still have to jive with the Senate’s own version, if they ever push through the third and final reading.
“I’m almost certain that whatever we have approved at the committee level, will still be further refined to reflect what really are the compelling reasons for imposing death penalty on heinous crimes,” he said.
