In an interview of Raffy Tulfo to Congressman Edcel Lagman 'Wanted Sa Radyo' about the issue of the use of funds for the Department of Social Welfare and Development (DSWD) and Conditional Cash Transfer Programs (CCT), the two had an argument which led them to heated argument.
In the said episode, Tulfo explained his own version of 'Oplan Tokhang' which means knocking on the conscience of people who are involved in corruption.
"Lumabas to sa dyaryo, in fact, binatikos ko na ito noon mukha talagang walang kadala-dala itong mga Congressman na ito," Tulfo said.
"Bawal na kase ang pork barrel, yung PDAF. Dahil sinabi ng Supreme Court hindi na pwede. It was declared as Constitutional illegal ng korte suprema so, ang ginawa nitong mga Congressman, naglagay sila ng pera sa DSWD. Budget insertion ang tawag diyan, kung ilang bilyong-bilyong piso. Pagkatapos, sinabihan nila yung DSWD, 'naglagay kami ng pera diyan sa inyo yan ay para budget namin para sa amin distrito upang makapag-refer kami ng mga taong ipapasok namin sa programa ninyo tulad ng CCT, Conditional Cash Transfer at meron pang iba itong Protective Services Program," he added.
Tulfo also mentioned the names of the congressmen who are involved in the issue.
They are Deputy Speaker South Cotabato Representative Ferdinand Hernandez, Congressman Edcel Lagman and Joey Salceda.
Afterwards, Tulfo was able to talked to Lagman and as the conversation goes on, the latter raised his voice to the host.
