The World Bank declares the Philippines ranks as the 165th when starting a business due to the business permit process in our country, we even rank only as 103rd in terms of the ease of doing business.<br />

Now, the Trade, Local Government and Technology Department finally signed the agreement to cut down the business permit and licensing system of all the cities and municipalities of the Philippines.<br />
<br />
Whereas, the National Competitiveness Council Co-Chair Guillermo Luz reiterates how slow our local government agencies work on the business permit.<br />
<br />
That is so many windows, so many signatures, and that’s just for the mayor’s permit.<br />
<br />
Our current system requires every entrepreneur to submit the following documents such as Barangay Clearance and safety certificate from the Bureau of Fire Protection (BFP)<br />

In regards to the new system that will be implemented soon, it will only take 1-2 days to get your business permit from the average period of 5-10 days. The city hall government will handle all the necessary clearances and payments with the barangay and the BFP.<br />

Prior to that, Trade Secretary Ramon Lopez said in a press briefing last Tuesday:<br />

Personally addressing 128 OFWs who have just been repatriated from Saudi Arabia, President Rodrigo Duterte assured them of his support as they try to get back on their feet here.<br />

“If it spells hunger, don’t hesitate to call me,” ABS-CBN quoted him as telling the OFWs.</blockquote>

To help the OFWs out, the president — aside from giving them P5,000 in immediate financial assistance each — also instructed them to take advantage of the loans being given by the government so they can set up their own businesses.<br />

Duterte also promised that he would definitely improve the country’s economy even as more OFWs are expected to return due to unfavorable economic conditions in the country they work in.<br />

”Maghintay-hintay lang kayo. Bigyan mo lang ako ng konting pahanon, ayusin ko ang ekonomiya at may [Just wait. Give me some time, I will fix the economy and there will be an] opportunity for you to work here,” he said.<br />
<br />
At least hundreds of OFWs are still stranded in Saudi Arabia and elsewhere in the Middle East due to an economic downturn and an increasing nationalization of jobs.<br />
<br />
Duterte promised those still stranded they will definitely go home.<br />

“We have the money, contingency, and resources to do it,” he said.</blockquote>
<br />
Labor Secretary Silvestre Bello III personally flew to Saudi Arabia to assist and repatriate the stranded OFWs.</div>

Sen. Alan Peter Cayetano on Tuesday evening defended the current administration’s fight against criminality and drugs anew.<br />
<br />
In his interview with CNN’s Chief International Correspondent Christiane Amanpour, he was asked about his comments to critics ( U.S. government and the United Nations), which have expressed their concerns, particularly over reports of alleged extrajudicial killings.<br />
<br />
"There is a very big, big problem in the Philippines which is the drug situation. Families don’t feel safe…We have three to seven million Filipinos who are hooked on drugs, three million who are addicted to it," Cayetano said. "Something has to be done and our President has started to do something about it."<br />
<br />
"What do we tell the critics? Please come here, don't just read the reports because there are people out to discredit him (President Duterte), Cayetano said.<br />
<br />
According to Cayetano, there are people who are using extrajaducial killing, summary killing, vigillante killings very loosely, adding that Duterte administration values the sanctity of life, noting Filipinos are very religious people.<br />
<br />
Cayetano explained that Duterte is just trying to apply, citing Singapore’s method of letting people love and fear the law. He said he is hopeful that the government’s move to instill in the people the love and fear of the law would work.<br />

Philippine Drug Enforcement Agency (PDEA) confirmed to the media that they already have the CCTV footage of some celebrities who are involved in the illegal drugs, visited constantly somewhere in Mandaluyong.<br />
<br />
In a report on GMA News "Saksi", PDEA official said that some known and obsolete artists have seen go to unspecified place.<br />
<br />
According to PDEA-NCR Director Wilkins Villanueva, some of them are not just users but also pushers.<br />
<br />

“May kilala, may mga nalaos na nagbebenta,” Villanueva said.</blockquote>
<br />
The official also expressed his appreciation for some TV networks and actors who voluntarily underwent a drug test but should be somewhat remain true to drug testing.<br />

<br />"I'm very much for drug testing once and for all ... not cosmetics," the official said on behalf of the network and actor.</blockquote>
<br />
However, PDEA said they will not reveal the list of celebrities involved in drugs yet, but will startle them when arrested.<br />

Following their encounter at the Senate inquiry into the spate of drug-related killings, Sen. Grace Poe had nothing but compliments for PNP chief Director General Ronald “Bato” dela Rosa.<br />

According to Poe, Dela Rosa seemed to be a trustworthy and sincere person based on their exchanges in the Senate.<br />

“Based on what I have observed, I trust him because he is confident,” she told the Philippine Daily Inquirer. “We talk to a lot of people in the Senate, but I believe he’s more sincere compared with the others we have talked to.”</blockquote>

Such trustworthiness, Poe pointed out, is the reason why Dela Rosa has confidence of the people notwithstanding his tendency to get carried away with his statements at times.<br />

“Right now, I can say that I trust him. I think he’s sincere with his mandate, although he tends to get carried away sometimes,” she said, referring to his earlier statement urging drug surrenderees to kill drug lords.</blockquote>

Dela Rosa has since apologized for the remark, saying he pitied drug users who are being used by drug lords to enrich themselves.<br />
<br />
The senator also noted that Dela Rosa is far more approachable and articulate than his predecessor Alan Purisima.<br />
<br />

“He looks like a cute teddy bear who turns out to be a difficult communicator,” Poe said of the former PNP chief.</blockquote>
<br />
Purisima is facing charges of graft in connection with an anomalous deal involving a courier service he allegedly favored to deliver renewed firearm licenses to gun owners.<br />
<br />
Purisima’s formal trial is set to begin on November 28.</div>

Senate President Koko Pimentel found himself in the middle of crossfire between two “friends” President Rodrigo Duterte and Senator Leila De Lima.<br />
Pimentel admitted on Wednesday that he gets worried whenever a fellow senator is involved in a controversy.<br />

“Actually, lahat ng senador kaibigan ko. Kung mayroong issue involving a senator, concerned din ako,” he said.</blockquote>
He however was quick to clarify that he was not siding with anyone noting that he was also a staunch supporter of the President.<br />

Further, Yasay said that there will be no talks with China unless the talks will be within the conditions of the framework of the arbitral tribunal. The Hague decision in July is still being ignored by China to date. However, Yasay made it clear that the Philippines will only engage in peaceful and diplomatic actions and will stay clear of violent reactions; he added that maximum tolerance will be practiced.<br />

Fearing for his life, Albuera. Leyte Mayor Rolando Espinosa has started spilling the beans on several personalities who were allegedly his son Kerwin’s links to the illegal drug trade.<br />

Without mentioning their names, Mayor Espinosa revealed during a press conference on Tuesday that some of his son’s cohorts include police officials and members of Congress.<br />
<br />
The teary-eyed Espinosa said his life is now in danger and acknowledged that his world has started to become smaller each day after he was tagged by President Rodrigo Duterte as one of the ‘narco-politicians’.<br />

When asked to reveal Kerwin’s alleged connections to the illegal drug trade as per the affidavit he executed, Espinosa could only say: “May mga members sa PNP… may members ng Kongreso [There are members of the PNP…there are members of Congress].”</blockquote>

Five other soldiers were wounded in the fierce fighting that lasted over two hours.<br />

In a statement, Armed Forces of the Philippines Chief of Staff General Ricardo Visaya  said the military will not stop until the bandits are destroyed.<br />

The Philippine Military Academy (PMA) alumni have been affixing their names to an open letter declaring support for Philippine National Police Chief Ronald dela Rosa; amid a lot of criticism in the so-called “war on drug”.<br />

In an article written by Bea Cupin of Rappler, it was disclosed that while critics have been hitting the government and the police saying the aforementioned campaign targets only the poor, some PMA alumni apparently did not share the same view.<br />

“The people who matter, the people who feel the changes brought about by the relentless war against drugs, the people who are victims, whose loved ones are victims and are now being rendered justice and the people who once lost hope but are now looking at a drug-free and peaceful Philippines want you and the whole Philippine National Police to know that they appreciate your efforts, your sacrifices, your lack of sleep, your fatigue and the extra ordinary risks you take. They can not thank you enough. They can not completely express the gratitude they feel,” said the statement.</blockquote>

Dela Rosa is among the top personalities in President Rodrigo Duterte’s so-called “war on drugs”. Since the PNP chief officially assumed the post on July 1, over 11,000 drug suspects were arrested in operations around the country. “Oplan TokHang,” police’s literal knock and plead operation, have led to the surrender of more than 600,000 drug users and pushers.<br />

The operations, however, have led to the death of over 700 drug suspects. Police are investigating more than 1,000 “vigilante-style” deaths they suspect to have been drug-related as well.<br />

While many are criticizing the campaign, his fellows at PMA said he do not have to worry over “the senseless mumbling of the ‘righteous.'”<br />

Senator Leila De Lima denied that she personally knows suspected drug lord Kerwin Espinosa and his father Albuera, Leyte Mayor Rolando Espinosa, GMA News’ “24 Oras” reported on Tuesday.<br />

De Lima made the vehement denial after she was shown at the Senate a picture supposedly showing her with Kerwin and his wife.<br />

According to Albuera chief of police Chief Inspector Jovie Espenido, the picture was included in Mayor Espinosa’s affidavit.<br />

“Hindi ko kilala, hindi ko maalala yan. ‘Nung eleksyon siguro yan,” De Lima said in an interview.<br />
<br />
“I don’t know Espinosa, even the father. Ang galing-galing talaga nila. Nagka-kalkal sila,” she added.<br />

De Lima said the picture must have been taken during the campaign but stressed that she could not recall where and when exactly.<br />
<br />
She was also able to point out members of her staff in the background.<br />
<br />

Bangladeshi Ambassador John Gomes allegedly despises Filipinos that he routinely called them “thieves” and once claimed that “half of the Filipinas are prostitutes”, this was according to veteran journalist Alex Magno of the Philippine Star.<br />

Patay na ‘yung tao, it’s carcass. Nagbibilang sila ng patay, ang masakit dito binibilang ang patay ng mga gangster, na may kasalanan sa society. ‘yung mga pulis, pati yung bata na pinutulan ng ulo hindi nila binibigyan ng pansin. I haven’t heard anybody from the human rights. You can see their bigotry, gusto lang talaga akong tirahin. Hindi ako maniwala sa kanila” sabi ni President Duterte.<br />

Ayon kay Presidente Duterte, hinalal siya bilang Presidente ng Pilipinas at hindi ng United Nation, kaya tatrabahuin niya nang husto ang malaking problema sa droga ng bansa. Dagdag pa ni Duterte, ninakaw na raw ng mga durugista ang kalayaan ng mga taong sumusunod sa batas. Hindi na raw makalabas ng bahay ang law-abiding citizens dahil sa takot sa mga durugista.<br />

So said Singaporean Ambassador to Manila Kok Li Peng as she expressed optimism that President Rodrigo Duterte will keep his promise on making the country safe and prosperous.<br />

Kok said that while Duterte will face many hardships during his six-year-term as president, he will undoubtedly make good on what he promised to the Filipino people.<br />

Two days after the naming of the PNP Director General Ronald Dela Rosa that Melvin Odicta AKA “Dragon” is the notorious drug lord in Iloilo City, A businessman along with his wife were shot dead at the morning of Monday at Catiklan, Aklan port.<br />

The Philippine Drug Enforcement Agency (PDEA) arrested Ronald Fonda and Gervy Lee in Mandaluyong City last Thursday, August 25, 2016.<br />

According to GMA News Online, the PDEA conducted a surveillance to these men for a month, there are over 30 people frequently visit their condominium located in Mandaluyong City.<br />

During the buy-bust operation, GMA News Reporter Susan Enriquez has mentioned that all the colourful tablets that were seized by the PDEA came from Europe. In fact, each tablet has its name such as Punisher, Pacman, Ying-Yang, UPS, and Tesla.<br />

The Director of the PDEA-NCR Dr. Wilkins Villanueva explained why all the drug tablets have their name and he said:<br />

Kung may brand name siya mas madali yung recall, mas madalig umorder. So hindi mo na kailangan i-describe yung kulay dahil meron na siyang brand.-Villanueva<br />
<br />
Therefore, Director Belen Banog of PDEA Laboratory Service indicated that these drugs if taken excessively could cause individual to suffer serious health complications or otherwise death.<br />
<br />
Sometimes yung mga drugs may medication, but ino-overdose natin like for example one tablet lang in a day gagawin mong two tablets. So na-overdose ka na ‘nun. Ang tendency, mamatay ka.-Banog<br />
<br />
Aside from the colourful drug tablets seized in Mandaluyong City, there are shabu, Valium, ecstasy, cocaine, marijuana and fly high- a combination of shabu, ecstasy and Viagra.<br />
<br />
Dr. Villanueva stated these drugs were ordered online, paid through bitcoin, deliver through mail and parcel service.<br />
<br />
Ronald denied his involvement and said:<br />

<br />
Both Ronald and Gary are allegedly the major distributors of party drugs in some parts of Quezon City, Taguig and Makati.<br />

Lashing out at human rights activists critical of his campaign against drugs, President Rodrigo Duterte told them to reorient themselves and apply human rights to those killed or victimized by drug addicts.<br />

“These human rights advocates did not count those who were killed before I became President. The children who were raped and mutilated by drug users,” the Philippine Daily Inquirer quoted him as saying.</blockquote>

Duterte, who is also accused of committing crimes against humanity for the spate of drug-related killings, asked his detractors if drug addicts can still be considered human beings.<br />

The Philippine National Police (PNP) ruled out foul play in the death of PO3 Jeremiah de Villa, a member of the Highway Patrol Group (HPG) facing a probe into the death of motorcyclist John dela Riarte.<br />
<br />
A day before he took his own life by falling from a building inside Camp Crame, De Villa had repeatedly apologized to his family and friends. According to investigator PO3 Joaquin Rafael Florendo, De Villa was suffering low morale and depression over what happened.<br />

“We think is he was suffering from low morale because of the case against him,” Florendo told the Philippine Daily Inquirer.</blockquote>

De Villa’s lawyer Maritoni Renee Resurreccion said her client was depressed over the negative publicity the incident was casting over him and the PNP.<br />

Public Attorney’s Office (PAO) chief Persida Acosta also revealed that the National Police Commission (Napolcom) had recommended summary dismissal proceedings against De Villa.<br />

House Speaker Pantaleon Alvarez challenged Senator Leila de Lima to submit herself to the impending congressional probe on the alleged illegal drug operations inside the New Bilibid Prison (NBP) and prove her innocence.<br />

Alvarez is one of the authors of House Resolution No. 105, which seeks an investigation into how drug syndicates allegedly managed to operate inside the national penitentiary in Muntinlupa reportedly during De Lima’s watch as Justice Secretary.<br />

As such, Alvarez said the House committee on justice will invite DOJ officials and some witnesses to testify about the alleged illegal drug trade inside the NBP.<br />

Earlier, Pres. Duterte has accused the senator of having an affair with her former driver-bodyguard Ronnie Dayan, who the chief executive said collected drug money from drug lords locked up in Bilibid.<br />
<br />
The probe has yet to be scheduled while the resolution is still pending with the committee on rules.</div>
