President Rodrigo Duterte has slammed Senator Francis Pangilinan for supposedly rushing the passage of Republic Act 9344 or the Juvenile Justice Welfare Act of 2006 which increasing the age of criminal liability from nine years old to 15.
Under the so-called “Pangilinan Law,” those below 15 years old cannot be imprisoned even if they commit heinous crimes like rape and murder.

“You know, this Senator Pangilinan, I do not know why he keeps winning an election,” Duterte said
“The problem with Pangilinan, he was too in a hurry, pinalusot niya yun kaya we produced– 15 years ago yan– about five, six generations of people who committed a crime but released on the same day irrespective of the gravity of the offense,” Duterte said.
“We have produced people who are of criminal minds, and that is why it is hard to stop the drug problem,” he said.
“Ang ginawa ni Pangilinan– I’m so sad about the sordid history of the country– pinasa niya yung Juvenile Offenders Act, at binaba niya edad sa kinse. Pagdating mo ng 15, maski anong gawin mo: patayin mo yung… magpatay ka dyan, maggalaw ka ng babae… pagdating ng nanay mo, balik ka sa kanya,” he said.
